    I believe mobster of the hour is crime related weather it be number of crimes amount of exp or money gained.

    Yeh i tested it on mdau were its quite dead. and yeh I also belive it is most exp gained in the hour

    I have taken mobster of the hours for 6 hours straight yesterday. It has to do with the amount of attacks you win and the amount of EXP does factor in a little bit.

    its the sum of many things. exp is one of them as is hits.
