    As SmokeUm said it is the Bullwhip not counting rares and it is the Lightsaber if you count rares.

    The Baby Polar Bear rare and the Handblades rare are both also stronger than the Bullwhip.

    I can assure you that non of the non rare bladed weapons are stronger than the Bullwhip.
