    I didnt know any promises or agreements had to be made. I always thought that back when being level 500 was shot caller someone (shant mention names) threatened to ward anyone who mugged anyone in the top city, even threatened his own gang members with this. then one day more and more people reached Miami so the mug free city became the next highest city.

    moral of my comment, highest city = unspoken rule mug free city and if you break this rule you lose respect and trust, but from what I hear Vinnie never had much of either.
